Revenue Commissioner Jerry Guthrie charged Monday that the commission is changing titles for clerks in its office to give raises, while failing to do that for revenue and probate clerks - while Chairman Steve Miller later indicated grants might could be obtained to do a Condrey and Associates pay study.
