The city currently has several thousand dollars worth of outstanding bills.
The resolution will force new water customers to enter into an agreement with the city to pay their bill or be cut off if their balance rises above their deposit amount.
A large portion of the past due balances are accrued by tenants of rental properties in the city. Currently, those tenants often leave the property and leave the bills unpaid.
In other business:
•The council introduced resolutions to declare some inoperable city vehicles as surplus and to allow the city to enter into an agreement with the state department of transportation to cut the grass along Highway 78.
•The council approved the annual audit.
•Ellis commended the fire department on receiving a 3/9 ISO rating, indicating the best fire protection in the county.
