Additions made to contracts for new school

During a Jasper City Council work session Friday morning, city attorney Russ Robertson announced changes the city had made to contracts related to the new Walker High School project.

Robertson said small changes were made to the architectural and engineering services and project management services contracts.

“We had some communication issues that we needed to fine tune,” Robertson said.

Both contracts specify the owners as the Jasper City Board of Education and the City of Jasper. In all project communication, the contracts state Superintendent Robert Sparkman is the BOE’s representative and Mayor Sonny Posey is the city’s representative.

“All financial matters pertaining to the appropriation of expenditure of funds for the project shall be submitted to the owners’ representatives,” the contract states. “Upon approval of the financial aspects of the project by the city and the board of education, minor financial matters, such as purchase orders, ect., that are merely executory of (and which do not amend or increase) the financial matters approved by the City of Jasper shall be submitted to the superintendent; provided, the mayor of the City of Jasper shall at all times be entitled to submit inquiries and receive information from the architect, as the City of Jasper may in its discretion determine is appropriate.”

“Requests for payment of architect, consultants or contractors shall be submitted to both owners,” the contract added.

The contract also requests that all project related matters, other than financial, will be submitted in writing to the superintendent, provided copies are timely forwarded to the mayor.

Robertson said another small change in the communication aspect of the contract was changing an “and/or” to an “and” in the statement, “At the discretion and request of the owners’ representatives, specific presentations shall be made by the architect before the Jasper City Board of Education AND the City Council of the City of Jasper, Ala., either within work sessions or meetings of the said board or council.”

The tentative budget on the contract for the cost of the work is between $50-$60 million.

The architectural and engineering contract is with Hoover-based Lathan Associates. It also provides consultants to be employed by the project, which include Goodwyn, Mills & Cawood for associate architect for athletic-related facilities and civil engineering, Stewart Engineering for electrical engineering, LBYD for structural engineering and Edmonds Engineering for mechanical engineering.

The project management contract is with Birmingham-based Hoar Program Management.

Both contracts are expected to be discussed and possibly approved at the Jasper City BOE meeting Monday and the city council meeting Tuesday.
