$1.2M budget amendment approved for road projects

A $1.2 million budget amendment that will allow three road projects to move forward was approved Tuesday by the Jasper City Council.

City Clerk Kathy Chambless said the funds will cover the city’s matching obligation on three different grants.

“The money is for infrastructure projects that will provide some important improvements,” Chambless said Wednesday afternoon.

All three projects are being completed with grant funding from the Alabama Transportation Rehabilitation and Improvement Program. All ATRIP projects are funded 80 percent by the state and 20 percent by the local government.

The first project is resurfacing and other roadwork on Walston Bridge Road. The total cost of the project is estimated at $3.4 million. The city’s mach is $734,000. The resurfacing will take place from Highway 118 to Arkadelphia Road. Public Works Director Joe Matthews said he expected work on Walston Bridge Road could begin by mid-fall.

“The Walston Bridge project is big,” Matthews said. “There are around 125 easements that we have to secure, which is what is keeping it from starting any sooner.”

The second project is resurfacing Old Birmingham Highway. The total cost is estimated at $900,000, with the city’s match at $224,000. Matthews said construction on that project is expected to begin in January or February 2014.

The third project is resurfacing on 9th Avenue, which will also include replacing water lines and outdated draining material. The total cost is estimated at $1,040,000 with the city’s match being $219,500. Matthews estimated that project to begin construction in spring 2014.

In other action from Tuesday’s meeting, the council:

•Introduced an ordinance rezoning a parcel of land located at 905 30th Street West from R-2 (single family residential) zoning to R-3 (affordable housing) zoning. The purpose of the rezoning is to allow for placement of a manufactured home.

•Introduced an ordinance rezoning parcels of land located at 302 18th Street East from R-1 and R-4 (urban dwelling) zoning to B-T (transition business) zoning.

The purpose is to allow for operating a specialty retail shop and professional office.

•Introduced an ordinance rezoning a parcel of land located at 77 Highway 5 from B-T to R-1 with the purpose of the rezoning being to allow a single family residence, which is its current use.

•Tabled a vote to rename two streets in District 5.
